reason for the differece in the roof of southerncross station!?

hey community of yahoo answers! you know how the southerncoss station has a wavy roof? but ot entirely! when the roof reaches the western area,towards docklands, the roof is flat, not wavy anymore. i want to know the reason of that, is it because the victorian government could not afford to finish it wavy or for architectural reasons? anyone know???? thanks guys!
